What is the World Parliament Experiment (WPE)?

The World Parliament Experiment is a generic simulation of a working Global Democracy on the Internet. For this purpose, it mirrors the main political institutions of an existing state. As a model of democratic opinion making and policy execution it can be generalized to all organizational and institutional settings, including corporations, governmental subsystems, non-governmental organizations, and large, multi-site peer groups. What is the purpose of the World Parliament Experiment?

The WPE aims at providing a platform on which each human being can discuss and vote on issues of international relations. The results are supposed to be introduced into the real political process.

What is “Delegated Voting”?

The World Parliament Experiment works according to the concept of "Liquid Democracy". Participants can delegate their votes to representatives and take it back at any time.

They have three options: No delegation, delegation to a single person for all categories and delegation to a single person for a single category. If participants delegate their vote and do not vote themselves, the delegate uses the vote.

To delegate your vote you have to first add the global citizen you would like to delegate your vote to as a friend. For this you have to visit their profile page and click on their heart icon.

Later you can delegate your vote to your friends for all categories or only a single category.

How does the decision making process work?

Our decision making process makes sure that everyone in the WPE can influence any aspect of the WPE at any time. This is guaranteed in the following way:

Step 1: Every registered user can create proposals for public policies, but also on the digital democracy process. In addition to this, current topics from various United Nations Organizations as well as several national parliaments are provided automatically as proposals via synchronizing with the official websites.

Step 2: Proposals can gather support over a maximum period of 6 months. If a proposal has found no supporters within half a year, it will be archived.

Step 3: As soon as a proposal has received support, it will be promoted to an offical vote every Monday morning at midnight CET time.

Step 4: A vote is open for one week, from Monday to Sunday. The evaulation takes place Sunday evening at 23:00 CET.

Step 5: A vote becomes accepted if more voters have voted for than against a vote. Otherwise, it is rejected and archived. Both accepted and rejected votes are visible in the WPE archive.

Specifics during the Beta Test

Proposal Stage

As long as the beta test is running any proposal with minimum one supporter will be promoted to an official vote.

Vote Stage

During the beta test, there is no minimum number of voters required for a valid ballot.

Why are there also National topics? I thought this was a World Parliament?

Only topics that are of global relevance should be discussed and decided by a global community. According to the principle of subidiarity, topics must be discussed and decided on the lowest possible level of a federal structure.

The World Parliament Experiment currently has two federal levels: Global and National. Sub-National federal political entities, such as states, are not (yet) considered.

Users can propose and vote only in the national parliament that their user profile is currently assigned to, that is their current country of residence.

How can I participate?

Everybody can take part in the World Parliament Experiment. The only formal requirement for participation is to register. To preclude voting fraud, a unique email and a phone number are required for each registration.

All voting is of course anonymous and no individual vote can be traced back to an individual user

There are several possibilities to participate. You can:

- vote on issues, persons, and procedures

- discuss petitions in the Discussions section

- bring petitions

- nominate participants for positions

- run for Speaker or other positions to be created

Why does the system count many votes even if only a few people participate?

This is because of the delegated voting system. Voters that have been delegated votes by other "Global Citizens" vote with the total number of votes corresponding to the number of delegations they currently hold in the particular category of the vote.

Why do you call it “World Parliament”? Isn't this more a “Direct World Democracy”?

Our project has elements of direct democracy and of representative democracy. The parliament name has two aspects: first, that everybody can have a function similar to a parliamentarian and you can convince others to delegate their votes to you. Secondly, through the delegated voting system you can give a mandate to other participants (your “parliamentarian”) to represent you.

Therefore, in the Beta Version, we call the 600 citizens with the most delegated votes the “World Parliament”

How does the General Assembly work?

The General Assembly is the legislative body of the WPE. It consists of all registered participants. Its main purposes are to vote on petitions which were brought; to elect representatives; and to determine procedures. The GA may vote on all issues except on the Basic Rules.

Who founded the World Parliament Experiment?

Rasmus Tenbergen founded the WPE in 1999 with a first website running in 2000. The WPE is a private initiative of young professionals and scientists who have been political activists in several fields for many years.

How does the WPE intend to introduce its results into the real political process?

The more people participate in the WPE, the more likely they will be to be able to influence real-world decisions. The WPE government will approach decision-makers and tell them how many people support specific ideas.
