Universal Basic Income
- Referring to the United Nations Declarations of Human Rights regarding dignity, freedom and security for every human being.
- To article 17 that everyone has the right to own property alone as well as in association with others.
- To Article 25 regarding that every human has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.
- Referring to International Covenant on Economic, Social and Cultural Rights by recognizing that, in accordance with the Universal Declaration of Human Rights, the ideal of free human beings enjoying freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his economic, social and cultural rights, as well as his civil and political rights.
- to Article 9 stating that The States Parties to the present Covenant recognise the right of everyone to social security, including social insurance
- Referring to the Convention on the Rights of the Child regarding the well-being and safety of every child.
- to article 3 regarding that States Parties are to ensure that every child such protection and care as is necessary for his or her well-being, taking into account the rights and duties of his or her parents, legal guardians, or other individuals legally responsible for him or her, and, to this end, shall take all appropriate legislative and administrative measures
- Referring to the latest research conducted by the International Labour Organisation regarding work and poverty around the world.
- Referring to the Intergovernmental Panel on Climate Change regarding the existence of human-made climate change, climate risks and environmental problems which demand solutions for the survival and future of humanity.
- Referring to the latest research regarding postindustrial technological development such as regarding processes of automatization and robotisation.
- Referring to UN Agenda 2030 and Sustainable Development Goals.
- to Goal 1 regarding eradicating poverty around the world

We are proposing an introduction of tax-funded universal basic income that can cover all adults and children to achieve human security and economic empowerment, climate transformation and justice, technological adaptation and sustainable development for the 21st century.
Introduction
At the current moment, humanity and our Planet are facing several global problems and challenges such as when it comes to poverty, climate change and technological disruption. These problems and challenges are critical to solve to promote a wealthier, more secure and sustainable future for human, animal and biological life on Earth.
Around 840 million citizens around the world are living in extreme poverty. Many poor citizens are living in places such as coastlines which are estimated to be mostly affected by climate change negative impacts such as flooding and rising sea levels. Many others are working in sectors and having jobs that are expected to disappear or become automatized during the following 20–30 years.
Lack of social safety nets are resulting in poverty and social exclusion which also has a harmful impact on the status of the global economy. Many highly developed and financed welfare systems dating to the periods of industrial revolution are facing structural challenges due to inefficiency and technological transformation. Many citizens around the world have bad and precarious working conditions. Around 3,3 billion adult citizens have insufficient economic security, lack material well-being and equality of opportunity. Approximately 10% of our population is living on less than 2 US dollars per day.
Therefore, we are purposing that problems and challenges regarding poverty, climate change and technological transformation demand a global safety net for in principle all humans based on universal basic income (UBI). Our proposal is emphasising that UBI:
- A guarantee for every human to own enough income for basic needs such as food, accommodation and transport
- Paid on an individual basis
- Received without conditional demands regarding consumption
- Paid every month
- Paid in digital currency
Motivation
We emphasise that the introduction of UBI would :
- Eradicate poverty and increase the quality of life in the long term
- Stimulate the real economy on local levels
- Facilitate green tax-switching and reduction of income taxation
- Complement global economic integration and trade flows.
- Reduce administration and bureaucratic functions of global institutions
- Become a global social contract and civic right
- Facilitate climate transformation and climate justice
- Facilitate global solidarity and affections for humanity
- Make it easier to perform non-paid work as family care, community activism, volunteer work
- Make it easier for humans to have more time for co-creative processes, social interactions and meaningful self-development.
Funding
Initially, UBI should be funded via carbon tax until there are new agreements on sources of taxation. During 2018 the amount of global CO2 emissions was between 38 Gigatonnes. By taxing each CO2 ton, it is possible to provide a UBI for both adults and children. For example, if the rate of 20 USD taxes the CO2, it will be feasible to provide a UBI where each adult will receive 10 USD and each child 2 USD per month.
Infrastructure
Our proposal calling for the World Commission to provide each citizen with a block-chain based global self-sovereign identity that will become ownership of each citizen and be used for identification and income distribution via personal World Bank account. Children and minors can use their accounts in agreements with their parents.
Summary
We are encouraging all present parliamentarians to vote in favour of implementation of UBI for all citizens on our Planet with the aims for achieving goals of poverty eradication, sustainable future and meaningful human progress.
