Decree for the Universal Socialization of Capital and Means of Production

DECREE FOR THE UNIVERSAL SOCIALIZATION OF CAPITAL AND MEANS OF PRODUCTION

Preamble


TheWorld Parliament, representing the collective will of the global proletariat, hereby declares a new era of economic justice and human liberation. We recognize that centuries of capitalist exploitation have created unprecedented wealth inequality, environmental degradation, and perpetual crises, all rooted in the private ownership of the means of production.

The fundamental 'right' to exploit labor and accumulate private capital at the expense of the many is hereby declared an anachronism and a crime against humanity. This decree aims to establish a new global economic order founded on collective ownership, democratic planning, and the equitable distribution of resources to meet the needs of all people.

Article 1: Global Expropriation of Capital and Means of Production


1. Immediate Seizure: All large-scale private capital, including but not limited to, major industrial enterprises, financial institutions, transnational corporations, land holdings exceeding personal residential use, natural resources, and significant intellectual property, shall be immediately expropriated by the World Proletarian State.
2. Definition of 'Large-Scale Private Capital': This shall be defined by a threshold to be determined by the Global Economic Planning Committee, focusing on assets that enable the exploitation of wage labor or control over critical societal resources. Small-scale personal property for direct use, personal residences, and tools for individual craft will be protected.
3. No Compensation: No compensation shall be provided to the former owners of expropriated assets, as their wealth is recognized as the accumulated surplus value extracted from the labor of the global proletariat.

Article 2: Establishment of Collective Ownership and Control


1. Transfer to the Proletariat: All expropriated assets shall be transferred to the collective ownership of the global proletariat, administered by the World Proletarian State and its constituent workers' councils and democratic planning bodies.
2. Workers' Self-Management: Enterprises shall be managed by democratically elected workers' councils, operating under the guidance of the Global Economic Planning Committee to ensure alignment with the overall plan for meeting societal needs.
3. Public Utilities and Services: All essential services, including healthcare, education, housing, transportation, and communication, shall be fully socialized and provided as universal rights, free at the point of use.

Article 3: Radical Redistribution of Wealth and Resources


1. Universal Basic Provisions: A global system of universal basic provisions (food, shelter, clothing, utilities) shall be implemented, ensuring that no individual or community suffers from want.
2. Investment for the Collective Good: All profits and surplus value generated by collective enterprises shall be reinvested into public services, infrastructure development, scientific research, and sustainable production to enhance the well-being of all.
3. Elimination of Financial Markets: All private financial markets, speculation, and mechanisms for usury shall be abolished. A single, globally coordinated public banking system shall be established to facilitate resource allocation according to the central plan.

Article 4: Elimination of the Capitalist Class and Re-education


1. Dissolution of Class Structures: The capitalist class, as a distinct social and economic entity, shall cease to exist. Former capitalists and major shareholders shall be integrated into productive labor, contributing their skills and efforts to the collective good.
2. Re-education Programs: Comprehensive re-education programs shall be established to facilitate the ideological transformation of individuals previously engaged in exploitative practices, fostering a commitment to collective solidarity and social responsibility.
3. Prohibition of Exploitative Practices: Any attempt to re-establish private ownership of the means of production, engage in wage exploitation, or accumulate capital through speculative means shall be considered a crime against the global proletariat and subject to the full force of revolutionary justice.

Article 5: Central Planning of Resources and Production


1. Global Economic Planning Committee (GEPC): A Global Economic Planning Committee, composed of representatives from workers' councils, scientific experts, and community delegates, shall be established to formulate and implement a comprehensive global economic plan.
2. Needs-Based Production: Production shall be geared towards meeting the rationally determined needs of the global population, prioritizing sustainability, ecological balance, and human flourishing over profit maximization.
3. Technological Advancement: Science and technology shall be liberated from the dictates of capital and directed towards solving global challenges, improving living standards, and advancing human capabilities for the benefit of all.

Article 6: Enforcement and Transitional Measures


1. World Proletarian Guard: A World Proletarian Guard shall be established to ensure the enforcement of this Decree and protect the gains of the revolution from counter-revolutionary elements.
2. International Tribunals: Special international tribunals shall be formed to address crimes against the global proletariat, including instances of economic sabotage, exploitation, and attempts to restore capitalist relations.
3. Phased Implementation: While the principle of expropriation is immediate, the practical implementation shall be managed through a phased, but swift, transition, coordinated internationally to minimize disruption and maximize efficiency under the guidance of the GEPC.

This decree marks the dawn of a new era of human liberation, where humanity collectively owns its destiny and resources, building a world free from exploitation, want, and oppression.
