Article I: Universal Access and Abolition of Private Institutions

The GMCER shall be responsible for the formulation, implementation, and continuous adaptation of global educational and research policies, curricula, and resource allocation.
2. Decentralized Implementation: Regional and local councils, operating under the directives of the GMCER, shall manage the day-to-day operations of educational and research institutions, ensuring responsiveness to local needs while adhering to global socialist principles.

Funding: The Global Public Education and Research System shall be entirely funded through the global socialist budget, derived from the collectively owned means of production and the centrally planned global economy.
