"description": "# LEGISLATIVE PROPOSAL FOR THE WORLD PARLIAMENT\n\n## Act for a Global Framework on Climate Change Mitigation and Adaptation\n\n### Preamble\n\nRecognizing the urgent threat posed by climate change to humanity and the planetary ecosystem, necessitating a comprehensive and concerted global response;\n\nAffirming the principle of common but differentiated responsibilities and respective capabilities, in light of different national circumstances;\n\nAcknowledging the scientific consensus on the need to limit global average temperature increase to well below 2°C above pre-industrial levels, and pursuing efforts to limit the increase to 1.5°C, to avoid severe, widespread, and irreversible impacts;\n\nUnderscoring the imperative to enhance adaptive capacity, strengthen resilience, and reduce vulnerability to climate change, thereby contributing to sustainable development and ensuring an equitable transition;\n\nCommitted to fostering international cooperation, technology transfer, capacity building, and financial support to enable all nations to contribute effectively to the global climate effort;\n\nHereby enacts the following legislative framework:\n\n---\n\n### PART I: GENERAL PROVISIONS\n\n#### Article 1: Definitions\n\nFor the purpose of this Act:\n1. \"Climate Change\" refers to a change of climate which is attributed directly or indirectly to human activity that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods.\n2. \"Mitigation\" refers to human interventions to reduce the sources or enhance the sinks of greenhouse gases.\n3. \"Adaptation\" refers to the process of adjustment to actual or expected climate and its effects, in order to moderate harm or exploit beneficial opportunities.\n4. \"Greenhouse Gases (GHGs)\" refers to those gaseous constituents of the atmosphere, both natural and anthropogenic, that absorb and re-emit infrared radiation.\n5. \"Nation\" refers to any sovereign state recognized by the World Parliament.\n\n#### Article 2: Objectives\n\nThe objectives of this Act are:\n1. To stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.\n2. To enhance the global response to the threat of climate change, in the context of sustainable development and efforts to eradicate poverty.\n3. To foster climate resilience and reduce vulnerability to the adverse impacts of climate change.\n4. To promote the development and transfer of climate-friendly technologies and practices.\n\n#### Article 3: Guiding Principles\n\nThis Act shall be guided by the principles of:\n
