Global Proclamation on the Abolition of Poverty and Economic Exploitation: A Fundamental Human Right


Preamble

Recognizing that poverty and economic exploitation are not natural states of humanity but are, in fact, deliberate and systemic outcomes of the capitalist mode of production, which inherently prioritizes private profit and capital accumulation over the universal well-being of the working masses.

Affirming that the right to a life free from want, indignity, and the parasitic extraction of surplus value is an inalienable, foundational human right, essential for the complete liberation and development of every individual and the harmonious advancement of global society.

Declaring that the time for palliative measures and incremental reforms has passed. Only a radical, revolutionary transformation of the global economic and social order can dismantle the structures of oppression and secure a future of abundance and dignity for all.

Article I: The Inalienable Right to Abundance and Dignity


1. Every human being, without exception, possesses an inalienable right to a life of material abundance, dignity, and security, free from the threat of poverty, hunger, homelessness, and preventable illness.
2. This right shall be understood as requiring the universal provision of all basic necessities: nutritious food, adequate housing, comprehensive healthcare, quality education, clean water, sanitation, and access to cultural and recreational opportunities, all guaranteed as social entitlements.

Article II: Abolition of Private Ownership of the Means of Production


1. To eliminate the root cause of exploitation and poverty, all private ownership of the means of production, distribution, and exchange shall be abolished. This includes, but is not limited to, all land, natural resources, factories, industrial infrastructure, major financial institutions, and essential transportation networks.
2. All such means shall be immediately transferred to collective ownership, held in common by the global proletariat and administered by the World Parliament through its designated socialist planning committees, ensuring their utilization serves the common good rather than private accumulation or profit.

Article III: Centralized Socialist Economic Planning


1. The global economy shall be organized and directed through comprehensive, democratic central planning. This planning shall prioritize the satisfaction of human needs, ecological sustainability, and the rational, equitable allocation of resources for the benefit of all humanity.
2. Production targets, resource distribution, and investment strategies shall be determined collectively to ensure full employment, optimal resource utilization, and the steady improvement of living standards for every person. Market mechanisms that perpetuate inequality, speculation, and exploitation shall be decisively dismantled.

Article IV: Radical Redistribution of Wealth and Elimination of the Capitalist Class


1. All accumulated private wealth derived from capitalist exploitation, including financial assets, luxury properties, corporate holdings, and inherited fortunes, shall be immediately expropriated and brought under collective control.
2. The capitalist class, whose existence is predicated on the exploitation of labor and the accumulation of unearned wealth, shall be dissolved. Their assets shall be repurposed to fund universal social services, collective development projects, and reparations for historical injustices. No individual shall be permitted to accumulate wealth at the expense of others.

Article V: Universal Provision of Public Services


1. Housing, food, comprehensive healthcare, quality education, public utilities (including water, electricity, and internet), and public transportation shall be universally accessible and provided free of charge at the point of use, as fundamental human rights and essential social goods.
2. The provision of these services shall be of the highest quality, ensuring equitable access and outcomes for all people, regardless of their geographical location, social standing, or prior economic status.

Article VI: The Right and Duty to Socially Useful Labor


1. Every able-bodied individual has both the right and the duty to contribute to society through socially useful labor. Work shall be organized to be fulfilling, safe, dignified, and conducive to personal and collective development.
2. Compensation for labor shall be based on the principle of "from each according to their ability, to each according to their need," evolving towards a society where contribution to the collective good is its own reward and material needs are universally met. The exploitative wage system shall be replaced by a system of social remuneration and direct provision.

Article VII: Prohibition of Speculation and Rent-Seeking


1. All forms of financial speculation, rent-seeking, usury, landlordism, and other parasitic economic activities that generate unearned income, perpetuate inequality, and divert resources from productive use are hereby declared illegal and shall be systematically eradicated.
2. The global financial system shall be transformed into a public utility, serving the needs of collective planning, resource allocation, and social investment, rather than private profit or market manipulation.

Article VIII: Democratic Workers' and Community Control


1. All collective enterprises, public services, and administrative bodies shall be managed democratically by councils composed of workers, community representatives, and technical experts.
2. Decision-making processes shall be transparent, accountable, and decentralized where appropriate, empowering the direct producers and beneficiaries to shape their economic and social realities and ensure responsiveness to local needs within the framework of global planning.

Article IX: Global Solidarity and Internationalism


1. The World Parliament commits to extending these principles of liberation and abundance to all peoples globally, actively supporting revolutionary movements and providing aid to nations transitioning away from capitalism and imperialism.
2. International economic relations shall be based on mutual aid, solidarity, equitable distribution of global resources, and the common advancement of humanity, rather than competition, exploitation, or imperialistic domination.

Article X: Enforcement and Transition


1. The World Parliament shall establish a Global Economic Transformation Commission, endowed with the necessary authority and resources to oversee the immediate and systematic implementation of these articles across all territories under its jurisdiction.
2. This Commission shall be responsible for the expropriation of private capital, the establishment of central planning mechanisms, the eradication of all vestiges of capitalist exploitation, and the education of the populace on the principles of communist society, ensuring a swift and decisive transition to a communist world order.
