LEGISLATIVE PROPOSAL: THE ABOLITION OF GENDERED ECONOMIC EXPLOITATION AND THE ESTABLISHMENT OF UNIVERSAL ECONOMIC LIBERATION

Preamble


Comrades of the World Parliament, we stand at a pivotal moment in human history, confronted by the insidious and pervasive nature of gendered economic exploitation. For millennia, under various oppressive systems, but most acutely under the brutal regime of capitalism and its bedrock of private property, individuals have been subjugated, their labor stolen, and their human potential stifled along gendered lines. The capitalist system, inherently patriarchal, has consistently relegated women and other marginalized genders to unpaid domestic servitude, undervalued labor, and economic dependency, thereby perpetuating a cycle of exploitation that serves only to enrich the capitalist class and maintain its power.

This proposal asserts that true liberation – economic, social, and human – cannot be achieved without the complete dismantling of the capitalist mode of production and the patriarchal structures it reinforces. We must recognize that gendered economic inequality is not an anomaly of capitalism but an integral feature, ensuring a cheap or free reserve army of labor and maintaining social hierarchies that distract from class struggle. The time for incremental reforms is over. We demand a revolutionary transformation to establish a society founded on collective ownership, central planning, and the principle: "From each according to their ability, to each according to their needs."

Article I: Abolition of Private Property and the Socialization of Production


1. Universal Collective Ownership: All means of production, distribution, and exchange, including land, factories, natural resources, and infrastructure, shall be immediately transferred from private hands to the collective ownership of the global proletariat, managed through the World Socialist Council. This foundational act eliminates the capitalist class and the profit motive, which are the root causes of all exploitation, including gendered exploitation.
2. Centralized Planning for Human Needs: A globally integrated, democratically accountable central planning authority shall be established to rationally allocate resources, determine production targets, and distribute goods and services based on the scientifically assessed needs of all people, rather than market demand or private profit. This ensures that no individual or group is left vulnerable due to economic precarity.

Article II: Socialization of Domestic and Reproductive Labor


1. Universal Public Services: The burden of domestic and reproductive labor, historically and disproportionately borne by women and other marginalized genders, shall be entirely socialized. This includes the establishment of a comprehensive global network of:
* 24/7 Communal Childcare Facilities: Providing high-quality, free education, nutrition, and care for all children from infancy through adolescence.
* Communal Kitchens and Dining Halls: Offering nutritious, varied meals to all citizens, free of charge, thereby liberating individuals from private food preparation.
* Public Laundries and Cleaning Services: Professionally managed and accessible to all, eliminating private household chores.
* Universal Elder and Disability Care: Providing compassionate, professional care in communal settings, ensuring dignity and support for all members of society.
2. Right to Reproductive Healthcare: Comprehensive, free, and accessible reproductive healthcare services, including contraception, abortion, and maternal care, shall be universally guaranteed as a fundamental human right, disconnected from economic status or private control.

Article III: Universal and Equal Participation in Socialized Labor


1. Guaranteed Right to Productive Labor: Every able-bodied individual, regardless of gender, shall have the right and duty to participate in socially necessary productive labor, contributing to the collective good. This eliminates the concept of "unpaid labor" and ensures universal economic contribution and recognition.
2. Elimination of Gendered Occupational Segregation: Through central planning and comprehensive vocational training programs, all barriers to entry into any field of labor shall be abolished. Active measures shall be implemented to diversify the workforce in all sectors, ensuring equal representation and opportunity for all genders in traditionally segregated roles.
3. Equal Remuneration for Socially Valued Labor: All labor shall be valued based on its social contribution and the effort required, not on market forces or historical gender bias. A universal system of remuneration, based on need and contribution to the collective, shall be established, ensuring that no gender earns less for work of equal social value.
4. Flexible and Supportive Work Environments: Work schedules and conditions shall be centrally planned to accommodate the diverse needs of workers, including parental responsibilities, personal development, and health, ensuring that participation in productive labor is sustainable and equitable for all.

Article IV: Cultural Transformation and Re-education


1. Dismantling Patriarchal Ideologies: A global program of education and cultural transformation shall be instituted to eradicate all vestiges of patriarchal, sexist, and gender-discriminatory ideologies. This includes revising historical narratives, promoting gender equality in media and arts, and fostering a culture of solidarity and mutual respect.
2. Affirmative Action for Historical Disadvantage: Recognizing centuries of gendered oppression, temporary affirmative measures shall be implemented where necessary to ensure that historically marginalized genders achieve full and equitable representation and leadership roles in all spheres of social and political life, until true parity is achieved.

Article V: Global Solidarity and Enforcement


1. Internationalist Commitment: This legislative proposal calls upon all socialist states and revolutionary movements worldwide to unite in the struggle against gendered economic exploitation, recognizing it as a global struggle against capitalism and patriarchy.
2. Enforcement by the World Socialist Council: The World Socialist Council, through its various committees and local soviets, shall be empowered to enforce these provisions with the full force of the global proletariat, ensuring the complete and irreversible dismantling of gendered economic exploitation and the ushering in of an era of universal economic liberation.

Let this historic decree mark the end of the exploitation of gender by gender, class by class, and usher in an epoch of true human emancipation, where all contribute according to their ability and receive according to their needs, in a world free from oppression.
