Resolution on Enhancing National Border Integrity and Orderly Migration Frameworks


Preamble:

Whereas, the maintenance of national sovereignty and territorial integrity is a foundational pillar of the international order and essential for global peace and stability;

Whereas, the right of sovereign states to control their borders and determine who may enter and reside within their territories is an inherent attribute of statehood, vital for safeguarding national security, public order, and the social cohesion of their citizens;

Whereas, uncontrolled or irregular migration flows can strain public services, challenge social integration, and pose significant security risks, thereby undermining the stability and prosperity of nations;

Whereas, effective border management and responsible migration policies are critical for preserving established institutions, fostering social stability, and ensuring the rule of law;

Recognizing, that while cooperation between states can enhance the effectiveness of national border management, such cooperation must always respect and reinforce national sovereignty and be subordinate to domestic legal frameworks;

Affirming, the principle that migration, when managed in an orderly, legal, and controlled manner, can contribute to the economic and social well-being of both host and origin countries, but must always be at the discretion and according to the needs and laws of the sovereign receiving state;

Be it resolved by the World Parliament, as follows:

Article I: Reinforcement of National Border Authority


1. Affirmation of Sovereign Control: Each Member State shall reaffirm and strengthen its exclusive right and responsibility to manage its national borders, determine entry requirements, and control the presence of foreign nationals within its territory, in accordance with its domestic laws and international obligations.
2. Resource Allocation: Member States are encouraged to allocate sufficient national resources, including personnel, technology, and infrastructure, to enhance the physical and operational security of their borders, thereby deterring irregular crossings and combating transnational crime.

Article II: Orderly and Controlled Migration Pathways


1. Prioritization of Legal Channels: Member States shall prioritize and, where appropriate, streamline legal pathways for migration that are directly linked to national economic needs, skill shortages, or specific humanitarian considerations, ensuring that such pathways are transparent, merit-based, and strictly controlled.
2. Discouragement of Irregular Migration: All forms of irregular migration shall be actively discouraged through robust border enforcement, public information campaigns, and swift legal processes that uphold the rule of law.

Article III: Effective Repatriation and Returns


1. Timely Returns: Member States shall establish and strengthen mechanisms for the timely, orderly, and humane return of individuals who do not meet the criteria for entry or residence, or whose claims for asylum or protection have been determined to be unfounded, in accordance with national laws and relevant international conventions.
2. Cooperation on Returns: Bilateral and regional cooperation agreements between Member States are encouraged to facilitate the identification, documentation, and safe return of their nationals, or individuals transiting their territories, who are subject to repatriation.

Article IV: Inter-State Cooperation and Information Sharing


1. Voluntary Bilateral and Regional Cooperation: Member States are encouraged to engage in voluntary bilateral and regional cooperation initiatives focused on intelligence sharing, joint training exercises for national border agencies, and capacity building, always respecting national sovereignty and data protection laws.
2. Combating Transnational Crime: Cooperation efforts shall primarily target transnational criminal organizations involved in human trafficking, migrant smuggling, and other illicit activities that undermine border integrity and national security.
3. No Supranational Mandates: This Resolution explicitly refrains from establishing or endorsing supranational bodies with executive powers over national border management or migration policy. All cooperation shall be intergovernmental and consultative.

Article V: Addressing Root Causes with National Stability in Mind


1. Support for Stable Governance: Member States may engage in initiatives to support stable governance, economic development, and security within countries of origin, provided such initiatives are respectful of national sovereignty and primarily aim to reduce the involuntary drivers of migration by fostering conditions where individuals can thrive in their home countries.

Article VI: Adherence to National Law


1. Supremacy of National Law: All provisions of this Resolution and any ensuing cooperative arrangements shall be interpreted and implemented in a manner consistent with and subordinate to the constitutional frameworks and national laws of each Member State.
