WHEREAS, these insidious efforts, often cloaked under the guise of 'global citizenship,' 'universal values,' or 'standardized learning outcomes,' directly undermine the absolute right of each nation to determine its own educational philosophy, curriculum, and pedagogical methods, free from external interference;
WHEREAS, the insidious agenda of globalist elites seeks to replace national patriotism and cultural pride with a diluted, transnational allegiance, thereby weakening the very foundations of the nation-state and paving the way for a borderless, rootless future contrary to the interests of our peoples;
Article 1: Establishment of the "National Educational Sovereignty Commission" (NESC)
1.1. A special, independent commission, hereinafter referred to as the "National Educational Sovereignty Commission" (NESC), shall be established immediately.
1.2. The NESC shall be composed solely of nationally appointed experts, educators, historians, and legal scholars, with a proven commitment to national sovereignty and cultural preservation. No individual with past or present affiliations to internationalist organizations, globalist think tanks, or foreign-funded educational initiatives shall be eligible for appointment.
1.3. The primary mandate of the NESC shall be to conduct a thorough and uncompromising investigation into the extent and nature of globalist influence on the educational systems of sovereign nations.
Article 2: Scope of Investigation
2.1. The NESC shall investigate, but not be limited to, the following areas:
a. Curriculum Content: Examination of textbooks, learning materials, and syllabi for the presence of globalist narratives, the downplaying of national history, civics, and culture, and the promotion of 'global citizenship' concepts over national patriotism and loyalty.
b. Teacher Training and Professional Development: Scrutiny of programs, workshops, and certifications influenced or funded by international bodies or globalist NGOs that dictate pedagogical approaches or ideological content.
c. Educational Funding and Grants: Tracing the origins and conditionalities of foreign funding, grants, and 'aid' directed towards national educational institutions, research programs, or educational NGOs that may carry ideological strings attached.
d. Policy Recommendations and Treaties: Review of policy recommendations, guidelines, and international treaties (e.g., from UNESCO, OECD, or other 'World Parliament' affiliated bodies) that infringe upon national autonomy in educational decision-making.
e. Digital and Online Learning Platforms: Investigation into the content, ownership, and ideological biases embedded within digital learning tools and platforms promoted by international actors.
Article 3: Powers of the Commission
3.1. The NESC shall have the authority to:
a. Summon representatives from international organizations, non-governmental organizations, multinational corporations, and national education ministries for testimony.
b. Demand full access to relevant documents, financial records, grant agreements, and communication logs related to educational initiatives.
c. Conduct independent research, surveys, and consultations with national parents, teachers, academics, and policymakers.
d. Identify and publicly expose individuals and entities actively participating in the globalist erosion of national educational sovereignty.
Article 4: Recommendations and Reporting
4.1. The NESC shall produce a comprehensive, unvarnished report within one year of its establishment, detailing its findings and providing actionable recommendations.
4.2. These recommendations shall unequivocally prioritize the absolute sovereignty of the nation-state in education and shall include, but not be limited to:
a. Immediate withdrawal from all international treaties, agreements, or protocols that directly or indirectly limit a nation's full autonomy over its educational system.
b. Strict prohibition or severe regulation of foreign funding for national educational institutions, curriculum development, and teacher training programs.

d. Reaffirmation of national control over all aspects of curriculum development, teacher certification, and educational standards, free from any 'international benchmarks' or 'universal competencies' dictated by external forces.
e. Promotion of nationalistic curricula that instill deep patriotism, respect for national heroes, profound understanding of national history, and unwavering loyalty to the sovereign state.
Article 5: Implementation and Enforcement
5.1. All sovereign nations are urged to immediately adopt and vigorously implement the recommendations of the NESC to reclaim their educational autonomy.
5.2. This legislative proposal serves as a clarion call for nations to defend their cultural integrity and the minds of their future generations from the pervasive and corrosive influence of globalist subversion.
