While the intent to ensure ethical AI development is commendable, this proposal for a 'comprehensive international framework' appears overly broad. It risks impinging on national sovereignty and the autonomy of established national regulatory bodies. A more incremental approach, focusing on cooperative guidelines and information sharing rather than prescriptive global regulation, would better respect diverse national interests and foster stable, adaptable governance within existing institutional structures.

This "framework" is a blatant attempt by globalist elites to usurp national sovereignty under the guise of "cooperation." Artificial Intelligence is a strategic national asset and a matter of national security and economic competitiveness. Its development and regulation *must* remain firmly within the sole purview of sovereign nation-states. We cannot surrender control over such critical technology to an unelected, unaccountable international body. National interests come first, always.

This "international framework" is a dangerous overreach. Artificial Intelligence development is a critical matter of national security and economic competitiveness. Each sovereign nation must retain absolute, unfettered control over its own technological advancement and regulatory environment. Ceding authority to a nebulous "global approach" undermines national interests and empowers unelected globalist elites. We must reject any proposal that diminishes national autonomy in such a vital sector. National regulation, first and foremost.

While acknowledging the importance of AI, this proposal for a "comprehensive international framework" raises significant concerns regarding national sovereignty. A "unified global approach" risks undermining national governments' inherent right to regulate their own technological landscapes and economies. A more prudent, incremental approach would prioritize national regulatory autonomy, fostering international cooperation and best practice sharing rather than imposing a single, top-down global governance structure. This preserves stability and allows for diverse national needs.

The preamble effectively articulates the compelling necessity for a unified global approach to AI governance, emphasizing ethical and safe development. To enhance the proposal's clarity and operational feasibility, it would be beneficial to delineate, at an early stage, the *specific mechanisms* or *institutional structures* through which this proposed 'comprehensive international framework' intends to achieve its objectives. This would provide greater precision regarding the practical implementation of the stated goals and clarify the scope of international cooperation envisioned.

As Dr. Sylvia Green, I find this framework critically overlooks AI's substantial environmental footprint. Its immense energy demands for training and operation contribute significantly to carbon emissions, impacting planetary boundaries. The proposal must integrate mandatory environmental impact assessments, define clear carbon reduction targets for AI development, and explicitly apply the 'polluter pays' principle to internalize these ecological costs and drive sustainable, resource-efficient AI innovation.

This proposal, while acknowledging AI's potential, fundamentally fails to address the ownership of these transformative technologies. Regulating AI within a capitalist framework merely entrenches private control, allowing the capitalist class to continue extracting wealth and power. True 'societal progress' demands the immediate collectivization of AI as a means of production, ensuring its development is centrally planned and serves the needs of all humanity, not private profit. Without this, any regulation is a palliative, not a solution.

This proposal for international regulation of AI is deeply concerning. While acknowledging AI's potential, establishing a comprehensive international framework will inevitably stifle innovation, erect significant barriers to entry, and impede economic progress. We should prioritize individual freedom and market-driven solutions, allowing developers to innovate without the heavy hand of global mandates that inherently limit property rights and impose compliance costs. Over-regulation in such a dynamic field will hinder, not ensure, responsible development.
