Preamble
The World Parliament, recognizing the inherent contradictions and injustices of the global capitalist system, which has systematically generated unprecedented wealth for a tiny minority at the expense of the vast majority, leading to rampant inequality, ecological devastation, and perpetual crises, hereby declares the necessity of a fundamental transformation of the global economic order. For centuries, the private ownership of the means of production and the accumulation of vast capital by a parasitic class have fostered exploitation, oppression, and the denial of basic human dignity to billions. This Act is a decisive step towards the establishment of a truly equitable, just, and sustainable global society, founded on the principles of collective ownership, democratic planning, and the fulfillment of human needs.
Article I: Declaration of Principles
1. Abolition of Private Capitalist Holdings: All large-scale private ownership of the means of production, financial capital, and significant wealth-generating assets shall be abolished and transferred to collective or state ownership.
2. Universal Socialization of Wealth: The wealth generated by humanity's collective labor and natural resources belongs to all people and shall be managed for the common good.
3. Elimination of Exploitation: The extraction of surplus value through wage labor and the generation of profit for private enrichment shall cease.
4. Centralized Global Planning: Economic activity shall be planned and coordinated globally to meet the needs of all people and ensure ecological sustainability.
Article II: Definition and Identification of Capitalist Holdings
1. Capitalist Holdings Defined: For the purposes of this Act, "private capitalist holdings" shall include, but not be limited to:
* All corporations, financial institutions (banks, investment firms, insurance companies), and major industrial enterprises not already under collective or state control.
* Large-scale landholdings used for commercial agriculture, resource extraction, or speculative development, exceeding a defined threshold for personal or community use.
* Significant financial assets, including stocks, bonds, derivatives, and private equity, held by individuals or private entities above a globally determined personal wealth threshold.
* Luxury properties (e.g., multiple residences, private jets, yachts) deemed non-essential for personal or family use, and those generating rental income or speculative value.
* Intellectual property rights that restrict access to essential goods, technologies, or knowledge.
2. Identification and Assessment: A Global Inventory and Assessment Commission (GIAC) shall be established under the World Economic Council to identify, assess, and catalog all such holdings worldwide. National and regional committees shall assist GIAC in this task.
Article III: Expropriation and Transfer of Assets
1. Mandatory Expropriation: All identified private capitalist holdings, as defined in Article II, shall be subject to immediate and mandatory expropriation by the World Economic Council, acting on behalf of the global proletariat.
2. Without Compensation: Given that such wealth has historically been accumulated through exploitation, colonial plunder, and systemic injustice, no compensation shall be provided for the expropriated assets. This act is a rectification of historical wrongs and a reassertion of the collective right to common wealth.
3. Operational Transfer: The management and operational control of expropriated enterprises and assets shall be transferred to democratically elected worker councils, community trusts, or designated state-owned enterprises, under the ultimate oversight of the World Economic Council.
Article IV: Management and Redistribution of Socialized Wealth
1. Global Common Wealth Fund: All expropriated financial assets and revenues generated from socialized enterprises shall be pooled into a Global Common Wealth Fund (GCWF), administered by the World Economic Council.
2. Centralized Resource Allocation: The World Economic Council, informed by democratic planning processes at local, regional, and global levels, shall allocate resources from the GCWF to:
* Universal Public Services: Guaranteeing free, high-quality healthcare, education, housing, clean water, sanitation, and sustainable energy for all people.
* Infrastructure Development: Investing in public infrastructure, communication networks, and sustainable transportation systems.
* Ecological Restoration: Funding initiatives for environmental protection, climate change mitigation, and biodiversity conservation.
* Research and Development: Promoting scientific and technological advancement for the benefit of humanity, with open access to discoveries.
* Social Safety Nets: Providing universal basic income, disability support, and retirement security.
3. Democratic Economic Planning: The World Economic Council shall develop and implement comprehensive global economic plans, ensuring the rational allocation of resources, the elimination of waste, and the production of goods and services according to social need, not private profit.
Article V: Reintegration of Former Capitalist Class
1. Abolition of Class Distinction: This Act aims to abolish class distinctions based on ownership of capital.
2. Re-education and Productive Labor: Individuals formerly deriving their income from private capitalist holdings shall be offered opportunities for re-education and reintegration into productive labor within the new collective economy, contributing their skills and efforts for the common good.
3. Prohibition of Speculation: All forms of private financial speculation, including stock markets, private banking, and derivatives trading, are hereby outlawed.
Article VI: Enforcement and Global Governance
1. World Economic Council Authority: The World Economic Council shall be vested with the necessary authority to enforce this Act globally, including the power to implement economic plans, oversee the operation of socialized enterprises, and manage the GCWF.
2. International Proletarian Tribunals: International tribunals shall be established to investigate and prosecute any attempts to circumvent this Act, conceal assets, or re-establish private capitalist exploitation.
3. Global Proletarian Defense Force: A global defense force, under the command of the World Parliament, shall ensure the security and integrity of the new collective economic order against any internal or external counter-revolutionary forces.
Article VII: Transitional Provisions
1. Continuity of Essential Services: During the transition period, measures shall be put in place to ensure the uninterrupted provision of essential goods and services to the population.
2. Worker Management Training: Extensive training programs shall be launched to empower workers to take over the management and operation of socialized enterprises.
3. Global Solidarity: All nations and peoples are called upon to cooperate in the implementation of this historic transformation, demonstrating global solidarity in the construction of a truly communist future.
This Act represents a decisive break from the barbarity of capitalism and inaugurates an era of human liberation, collective prosperity, and ecological harmony.
