"description": "# Proposal for a Global Regulatory Framework for Autonomous Weapon Systems\n\n## Preamble\n\nWHEREAS, the rapid advancement of artificial intelligence, robotics, and related technologies presents both profound opportunities and significant challenges to international peace and security, humanitarian principles, and the rule of law;\n\nRECOGNIZING the potential for Autonomous Weapon Systems (AWS) to fundamentally alter the nature of armed conflict, necessitating a comprehensive and globally harmonized regulatory framework to address their development, proliferation, and use;\n\nAFFIRMING the imperative to uphold human dignity, protect civilian populations, and prevent the erosion of international humanitarian law (IHL) and international human rights law (IHRL) in the context of emerging technologies;\n\nEMPHASIZING that all weapons, including AWS, must comply with existing international law, and that the responsibility for decisions concerning the use of force must remain with human beings;\n\nCONVINCED that the absence of a robust, multilateral regulatory framework poses risks to global stability, arms control, and the prevention of an uncontrolled arms race;\n\nDETERMINED to establish clear norms, principles, and prohibitions to ensure the responsible development and deployment of AWS, thereby safeguarding humanity from the unforeseen and potentially catastrophic consequences of their misuse;\n\nTHE WORLD PARLIAMENT HEREBY ENACTS THE FOLLOWING:\n\n## Article 1: Definitions\n\nFor the purpose of this Framework:\n\n1. \"Autonomous Weapon System (AWS)\" means any weapon system that, once activated, can select and engage targets without further human intervention.\n2. \"Meaningful Human Control (MHC)\" means a degree of human involvement in the operation of an AWS sufficient to ensure compliance with international law, accountability for decisions, and the ability to intervene, override, or deactivate the system in a timely and effective manner.\n3. \"Critical Functions\" refer to the selection and engagement of targets, including the decision to apply lethal force.\n4. \"Human-in-the-Loop AWS\" means an AWS that requires human authorization for each engagement decision.\n5. \"Human-on-the-Loop AWS\" means an AWS that can operate semi-autonomously but allows for human intervention to override or abort an engagement.\n6. \"Human-out-of-the-Loop AWS\" means an AWS that is capable of selecting and engaging targets without human intervention or oversight once activated.\n\n## Article 2: Core Principles\n\nThe development, acquisition, transfer, and use of all AWS shall adhere to the following principles:\n\n1. Principle of Meaningful Human Control (MHC): Human beings shall retain meaningful control over the critical functions of all AWS, ensuring that decisions regarding the use of force are subject to human judgment and responsibility.\n2. Compliance with International Law: All AWS shall be developed and used in strict compliance with International Humanitarian Law (IHL), International Human Rights Law (IHRL), and other applicable international legal obligations.\n3. Accountability: States and individuals shall remain accountable under international and domestic law for the actions of AWS. Mechanisms for establishing responsibility shall be clearly defined.\n4. Transparency and Explainability: The design, testing, and deployment of AWS shall prioritize transparency and explainability, allowing for independent assessment of their functionality, risks, and compliance with legal and ethical norms.\n5. Proportionality and Necessity: The use of AWS must always adhere to the principles of proportionality and military necessity, minimizing civilian harm and collateral damage.\n6. Precautionary Principle: In the face of scientific uncertainty regarding the long-term impacts and risks of AWS, a precautionary approach shall be adopted, prioritizing the prevention of harm over potential military advantages.\n\n## Article 3: Prohibitions\n\nThe following shall be prohibited:\n\n1. Autonomous Weapon Systems that lack Meaningful Human Control over their critical functions, specifically those classified as \"Human-out-of-the-Loop AWS\" that select and engage targets without human intervention.\n2. Autonomous Weapon Systems designed or used to target humans directly based on pre-programmed profiles, behavioral patterns, or biometric data, without human review and validation for each engagement.\n3. Autonomous Weapon Systems that are inherently indiscriminate or incapable of distinguishing between combatants and civilians, or military objectives and civilian objects, under all foreseeable operational circumstances.\n4. Autonomous Weapon Systems that cannot be deactivated or overridden by human operators in a timely and effective manner.\n5. The development, production, stockpiling, and transfer of AWS that utilize artificial intelligence to learn or adapt their critical functions in a manner that is unpredictable or beyond human comprehension, thereby undermining MHC.\n\n## Article 4: Regulations and Restrictions\n\nThe development, acquisition, transfer, and use of all AWS not explicitly prohibited shall be subject to the following regulations and restrictions:\n\n1. Rigorous Testing and Validation: All AWS shall undergo comprehensive and independent testing, validation, and verification to ensure their reliability, predictability, and compliance with IHL and IHRL under diverse operational conditions.\n2. Ethical Design and Data Governance: AWS shall be designed and developed in accordance with established ethical AI principles, ensuring algorithmic transparency, fairness, non-discrimination, and robust data governance practices.\n3. Operator Training and Oversight: States shall ensure that personnel operating AWS receive specialized training on their capabilities, limitations, and the legal and ethical frameworks governing their use, alongside strict human oversight protocols.\n4.
