"description": "# The Global Proletarian Emancipation Act: Establishing Universal Collective Ownership of Productive Assets\n\n## Preamble\n\nWHEREAS, for centuries, humanity has suffered under the yoke of private ownership of the means of production, a system that engenders deep inequalities, fosters exploitation, precipitates economic crises, fuels imperialist wars, and perpetuates the alienation of the vast majority of the world's population from the fruits of their labor;\n\nWHEREAS, the capitalist mode of production, driven by the insatiable pursuit of profit, has demonstrably failed to meet the fundamental needs of all people, instead concentrating immense wealth and power in the hands of a parasitic capitalist class, while billions languish in poverty, hunger, and destitution;\n\nWHEREAS, the scientific and technological advancements of our era, when liberated from the fetters of private accumulation, possess the transformative potential to create a world of abundance, shared prosperity, and ecological harmony for all;\n\nBE IT ENACTED by the World Parliament, in the name of the global proletariat and for the liberation of all humanity, as follows:\n\n## Article I: Declaration of Universal Collective Ownership\n\n1. Abolition of Private Ownership: All private ownership of productive assets, including but not limited to land, natural resources, industrial infrastructure, factories, financial institutions, transportation networks, communication systems, and advanced technological enterprises, shall be hereby and henceforth abolished globally.\n2. Collective Ownership: All productive assets shall be transferred to and held in universal collective ownership by the global proletariat, administered on its behalf by the World Socialist Council and its designated Global Economic Planning Authority.\n\n## Article II: Definition of Productive Assets\n\n1. For the purposes of this Act, \"productive assets\" shall encompass any and all property, tangible or intangible, used for the production of goods and services, the extraction of resources, the generation of capital, or the facilitation of economic activity on a scale beyond individual subsistence and personal use. This includes, but is not limited to:\n All arable and non-arable land, forests, and bodies of water.\n Mines, oil fields, gas reserves, and other natural resource deposits.\n Factories, mills, workshops, and all industrial plants.\n Banks, investment firms, stock exchanges, and all financial instruments and institutions.\n Railways, highways, ports, airports, and all public and private transportation infrastructure.\n Telecommunication networks, data centers, and all information technology infrastructure.\n Research and development facilities, and all intellectual property related to productive processes.\n Large-scale agricultural enterprises and commercial fishing fleets.\n\n## Article III: Mechanism of Transition and Expropriation\n\n1. Immediate Expropriation: All productive assets currently held under private ownership shall be immediately expropriated without compensation by the World Socialist Council. This act is not a seizure but a reclamation of stolen social wealth.\n2. Transition Committees: Global, regional, and local Proletarian Transition Committees shall be established to oversee the orderly transfer of all assets, records, and operational control from former private owners to the Global Economic Planning Authority.\n3. Inventory and Audit: A comprehensive global inventory and audit of all productive assets shall commence immediately, to ensure transparency and accountability in the transfer process.\n\n## Article IV: Establishment of the Global Economic Planning Authority (GEPA)\n\n1. Mandate: The Global Economic Planning Authority (GEPA) shall be established as the central administrative body responsible for the planning, coordination, and management of all productive assets and economic activities on a global scale.\n2. Structure: The GEPA shall operate under the direct democratic oversight of the World Socialist Council, composed of delegates elected from workers' councils across all regions.\n3. Central Planning: The GEPA shall formulate and execute comprehensive global economic plans, prioritizing the rational allocation of resources, sustainable development, and the direct satisfaction of human needs over profit maximization.\n\n## Article V: Principles of Production and Distribution\n\n1. Production for Need: All production shall be oriented towards meeting the material, cultural, and intellectual needs of all members of the global community, eliminating waste and planned obsolescence inherent in capitalist production.\n2. From Each According to Ability, To Each According to Need (Transitional Phase): In the transitional phase towards full communism, the principle of \"From each according to their ability, to each according to their work\" shall guide distribution, with a commitment to progressively move towards \"From each according to their ability, to each according to their needs\" as productive forces develop and social consciousness evolves.\n3. Elimination of Markets and Money (Long-Term Goal): The GEPA shall systematically work towards the obsolescence of market mechanisms and commodity production, ultimately aiming for a moneyless economy where resources are directly allocated based on collective plans and human requirements.\n\n## Article VI: Reintegration of Former Capitalist Class\n\n1. Abolition of Class Distinctions: This Act marks the definitive end of the capitalist class as a distinct social entity. Former owners of productive assets shall be required to integrate into the productive workforce, contributing their labor and skills to the collective good.\n2. Re-education and Social Integration: Programs of re-education and social integration shall be established to facilitate the transformation of former exploiters into productive members of the new socialist society, emphasizing the dignity of labor and collective responsibility.\n3. Prevention of Counter-Revolution: Any attempts by former capitalist elements to sabotage, resist, or undermine the collective ownership and planning system shall be met with the full force of the revolutionary justice system, in defense of the global proletariat's gains.\n\n## Article VII: International Solidarity and Enforcement\n\n1. Global Cooperation: All socialist nations and workers' movements are called upon to actively cooperate in the implementation and defense of this Act, forging an unbreakable bond of international proletarian solidarity.\n2. People's Tribunals: Global and regional People's Tribunals for Economic Justice shall be established to adjudicate cases related to economic sabotage, resource hoarding, and any attempts to re-establish private ownership or capitalist exploitation.\n\n## Article VIII: Vision for a Communist Future\n\n1. This Act represents a monumental step towards the final liberation of humanity from all forms of exploitation and oppression.
