A Legislative Proposal to the World Parliament

Healthcare is an inalienable human right, fundamental to the well-being and productivity of the global proletariat. For far too long, the capitalist system has perverted this right into a commodity, transforming suffering into profit and creating a grotesque disparity where access to life-saving treatment is dictated by one's economic standing, not by medical need. The private healthcare and pharmaceutical industries are bastions of capitalist exploitation, extracting wealth from the sick and the vulnerable, hindering scientific progress through proprietary control, and prioritizing lucrative ailments over public health. This parliament, representing the unified will of the world's working class, declares that the time for such barbarity is over. We must dismantle these structures of exploitation and establish a truly equitable, people-centered global health system.

Article 1: Nationalization of All Healthcare Facilities and Services


1. Immediate Expropriation: All private hospitals, clinics, diagnostic centers, laboratories, nursing homes, and any other privately owned or operated healthcare facilities, regardless of size or scope, shall be immediately expropriated without compensation to former owners. These assets are hereby declared public property, belonging to the global proletariat.
2. Integration into the World Health Service (WHS): All expropriated facilities shall be integrated into a unified, centrally planned, and publicly administered World Health Service (WHS). The WHS shall be responsible for the provision of comprehensive healthcare services to all people, free at the point of use, based solely on medical need.
3. Personnel Transition: All healthcare professionals, including doctors, nurses, technicians, administrative staff, and support personnel, previously employed by private entities, shall become employees of the World Health Service. They shall receive fair socialist wages, comprehensive benefits, and be guaranteed dignified working conditions, free from the pressures of profit quotas.
4. Universal Access: The World Health Service shall ensure universal access to all forms of medical care, from preventative services and primary care to specialized treatments, surgeries, and rehabilitative therapy, for every individual on Earth, without discrimination or financial barrier.

Article 2: Nationalization of All Pharmaceutical Industries


1. Immediate Expropriation: All private pharmaceutical companies, biotechnology firms, medical device manufacturers, research and development laboratories, and distribution networks shall be immediately expropriated without compensation. These industries are hereby declared public property, serving the health needs of humanity.
2. Formation of the World Pharmaceutical Collective (WPC): All expropriated assets shall be consolidated into a unified World Pharmaceutical Collective (WPC). The WPC shall be responsible for the research, development, production, and distribution of all medicines, vaccines, medical devices, and essential medical supplies globally.
3. Abolition of Patents and Intellectual Property: All existing patents, trademarks, and intellectual property rights related to medicines, medical technologies, and healthcare innovations shall be immediately abolished. All medical knowledge, formulas, manufacturing processes, and research data shall become part of the global public domain, freely accessible for the benefit of all humanity.
4. Needs-Based Production: The production targets and research priorities of the WPC shall be determined by global health needs, epidemiological data, and scientific advancement, rather than market demand or profit potential. Emphasis shall be placed on developing cures for neglected diseases, preventative measures, and ensuring a consistent supply of essential medicines for all.
5. Free Distribution: All medicines, vaccines, and medical supplies produced by the WPC shall be distributed freely to the World Health Service and directly to the people as required, without cost.

Article 3: Centralized Planning and Resource Allocation


1. Establishment of the World Health Planning Committee (WHPC): A World Health Planning Committee (WHPC) shall be established under the direct authority of the World Parliament. The WHPC shall be composed of leading healthcare professionals, scientists, public health experts, and representatives of the global proletariat.
2. Mandate of the WHPC: The WHPC shall be responsible for:
* Assessing global health needs and setting strategic priorities for the WHS and WPC.
* Allocating resources (personnel, equipment, infrastructure, funding) to ensure equitable distribution of healthcare services and pharmaceutical production capacity across all regions.
* Directing and coordinating medical research and development efforts globally.
* Establishing universal standards for medical training, practice, and quality of care.
* Developing and implementing global public health campaigns and preventative strategies.
3. Decentralized Implementation: Regional and local health councils, composed of healthcare workers and community representatives, shall be established to facilitate the localized implementation of WHPC directives, gather feedback, and ensure responsiveness to specific community health needs, within the framework of central planning.

Article 4: Research, Education, and Training


1. Publicly Funded Research: All medical research and development shall be publicly funded and conducted collaboratively across the globe. Research shall prioritize the eradication of disease, the advancement of preventative medicine, and the development of accessible, effective treatments for all conditions.
2. Open Access Knowledge: All research findings, clinical trial data, and medical innovations shall be immediately published and made freely available to the global scientific community and the public.
3. Universal Medical Education: Access to medical education, training, and continuous professional development shall be free and universally available to all capable individuals, ensuring a robust and highly skilled global healthcare workforce.

Article 5: Transition and Enforcement


1. Transitional Period: A transitional period of twelve (12) months from the enactment of this legislation shall be established for the full integration of all private healthcare and pharmaceutical assets into public ownership and operation under the WHS and WPC. During this period, specialized committees shall ensure continuity of care, production, and supply chains.
2. Enforcement: Any individuals or entities attempting to obstruct, sabotage, or resist the implementation of this Act, particularly former capitalist owners attempting to retain control or profit from these vital industries, shall be met with the full and decisive force of the World Proletarian State, and their actions shall be considered crimes against humanity.
