Resolution on Strengthening Existing Frameworks for International Intelligence Cooperation Against Transnational Terrorism and Organized Crime

Preamble


Recognizing the persistent and evolving threats posed by transnational terrorism and organized criminal networks to global peace, security, and the social stability of our sovereign nations;

Acknowledging that these threats transcend national borders, necessitating coordinated efforts among member states;

Affirming the paramount importance of national sovereignty, the preservation of established institutions, and the adherence to the rule of law within each member state;

Emphasizing that any enhanced cooperation must be built upon mutual respect, trust, and a clear understanding of respective national interests and capabilities;

Committed to pursuing incremental and pragmatic enhancements to existing mechanisms rather than radical restructuring;

The World Parliament hereby resolves the following principles and recommendations for international intelligence cooperation:

Article I: Affirmation of National Sovereignty and Domestic Legal Frameworks


1. All international intelligence cooperation shall be conducted with the utmost respect for the national sovereignty, territorial integrity, and domestic legal frameworks of each participating member state.
2. Nothing in this resolution shall be construed as diminishing the exclusive right of a member state to control its intelligence agencies, operations, and resources within its own jurisdiction.
3. Intelligence activities and information sharing shall strictly adhere to the constitutional and legal provisions governing intelligence and security services in the respective member states, including robust safeguards for privacy and civil liberties.

Article II: Leveraging and Enhancing Existing Cooperation Mechanisms


1. Member states are encouraged to prioritize the strengthening and optimization of existing bilateral and multilateral intelligence cooperation agreements and platforms, rather than the creation of new, overarching supranational bodies.
2. Existing international organizations such as INTERPOL, regional security forums, and established intelligence-sharing networks shall be utilized more effectively as conduits for information exchange and operational coordination.
3. The World Parliament encourages the sharing of best practices and lessons learned among national intelligence agencies to incrementally improve collective capabilities.

Article III: Principles of Voluntary Information Sharing


1. Intelligence sharing shall be voluntary, based on mutual agreement, and driven by specific, actionable intelligence requirements pertaining to transnational terrorism and organized crime.
2. Protocols for information sharing shall clearly define the scope, purpose, classification, handling, and permitted use of shared intelligence, ensuring robust protection against unauthorized disclosure or misuse.
3. Information shared shall be relevant, accurate, and timely, focused on preventing imminent threats or disrupting significant criminal enterprises.
4. Each member state shall retain the right to determine what information it shares, with whom, and under what conditions, in accordance with its national security interests and legal obligations.

Article IV: Capacity Building and Technical Assistance


1. The World Parliament supports initiatives aimed at enhancing the intelligence and counter-terrorism capabilities of member states, particularly those with developing resources.
2. This support may include targeted technical assistance, training programs in areas such as forensic analysis, secure communications, intelligence analysis, and border security, provided on a voluntary and mutually agreed basis.

Article V: Oversight and Accountability


1. Member states are encouraged to maintain and strengthen their respective national oversight mechanisms for intelligence agencies to ensure accountability, legality, and adherence to ethical standards in all cooperation activities.
2. Regular, internal reviews of cooperation effectiveness and adherence to agreed principles should be conducted by participating agencies.
3. This resolution advocates for transparency in the principles of cooperation, while respecting the necessary confidentiality of intelligence operations.

Article VI: Focus on Specific Threats


1. Cooperation efforts shall be specifically directed towards clearly defined transnational threats, including but not limited to, international terrorist organizations, human trafficking, illicit arms trade, cybercrime originating from organized groups, and illicit financial flows supporting such activities.
2. Prioritization should be given to threats that directly impact the social stability and security of multiple member states.
