Resolution on Establishing International Norms for Artificial Intelligence Governance and Ethics


The World Parliament,

* Acknowledging the rapid advancement and transformative potential of Artificial Intelligence (AI) technologies across all sectors of society, economy, and governance;
* Recognizing the profound opportunities AI presents for addressing global challenges, enhancing human well-being, and fostering sustainable development;
* Conscious of the complex ethical, legal, social, and economic implications arising from the design, development, deployment, and use of AI systems, including potential risks to human rights, privacy, security, fairness, accountability, and democratic values;
* Underscoring the imperative of a human-centric approach to AI, ensuring that AI systems serve humanity's best interests, uphold fundamental rights, and promote equitable outcomes;
* Emphasizing the global and cross-border nature of AI development and deployment, which necessitates a coordinated international response and the establishment of common principles and norms to ensure responsible innovation and mitigate risks;
* Committed to fostering trust in AI, promoting international cooperation, and preventing regulatory fragmentation that could hinder innovation or create governance gaps;

HEREBY RESOLVES AS FOLLOWS:

Article 1: Objectives


1. To establish a foundational framework of international norms and principles for the responsible governance and ethical development and use of Artificial Intelligence.
2. To promote the development of AI systems that are safe, secure, transparent, accountable, fair, and respectful of human rights and dignity.
3. To foster international cooperation and capacity-building in AI governance and ethics.
4. To provide a basis for national legislation and policies concerning AI, ensuring consistency and interoperability across jurisdictions.

Article 2: Definitions


For the purposes of this Resolution:

1. Artificial Intelligence (AI) System refers to a machine-based system that, for a given set of human-defined objectives, can make predictions, recommendations, or decisions influencing real or virtual environments. AI systems are designed to operate with varying levels of autonomy.
2. AI Governance encompasses the frameworks, policies, regulations, and institutional arrangements designed to guide and manage the design, development, deployment, and use of AI systems.
3. AI Ethics refers to the set of moral principles and values that guide the responsible development and use of AI systems, ensuring they align with human values and societal well-being.

Article 3: Core Principles of AI Governance and Ethics


All actors involved in the lifecycle of AI systems shall adhere to the following core principles:

1. Human Oversight and Control: AI systems shall be designed to allow for meaningful human oversight and control, ensuring that humans remain ultimately responsible and accountable.
2. Safety and Robustness: AI systems shall be technically robust and reliable, ensuring their safe operation, accuracy, and resilience against vulnerabilities, cyber-attacks, and misuse.
3. Transparency and Explainability: The operation of AI systems, including their capabilities, limitations, and decision-making processes, shall be sufficiently transparent and explainable to relevant stakeholders, commensurate with the context and potential impact.
4. Fairness and Non-Discrimination: AI systems shall be developed and used in a manner that avoids creating or reinforcing unfair bias, discrimination, or unjust outcomes, particularly concerning protected characteristics.
5. Privacy and Data Governance: The collection, processing, use, and sharing of data by AI systems shall comply with robust data protection and privacy regulations, ensuring data security and respecting individual rights.
6. Accountability and Responsibility: Clear mechanisms for accountability and responsibility shall be established throughout the AI system lifecycle, identifying who is responsible for the design, development, deployment, and operation of AI systems and their outcomes.
7. Sustainability: AI systems shall be developed and used with consideration for their environmental, social, and economic sustainability, promoting resource efficiency and positive societal impact.
8. Human Rights, Diversity, and Inclusion: AI systems shall be developed and used in a manner that respects, protects, and promotes human rights, fundamental freedoms, and democratic values, embracing diversity and fostering inclusion.

Article 4: Establishment of the World AI Governance Council


1. There is hereby established the World AI Governance Council (WAGC), an independent expert body operating under the auspices of the World Parliament.
2. The WAGC shall be composed of internationally recognized experts from diverse fields, including AI technology, ethics, law, social sciences, economics, and human rights.
3. The WAGC shall have the following mandate:
a. To develop detailed international standards, guidelines, and best practices for the responsible development and deployment of AI systems, consistent with the principles outlined in Article 3.
b. To monitor and report on global developments in AI governance and ethics, identifying emerging challenges and opportunities.
c. To facilitate international cooperation, knowledge sharing, and capacity building among Member States and relevant stakeholders.
d. To provide technical assistance and advice to Member States in developing national AI strategies, legislation, and regulatory frameworks.
e. To promote multi-stakeholder dialogue and engagement on AI governance and ethics.
f. To develop methodologies for AI impact assessments, risk management, and auditing.

Article 5: National Implementation and Cooperation


1. Member States shall endeavor to incorporate the principles and norms established by this Resolution and the guidelines issued by the WAGC into their national legal and regulatory frameworks for AI.
2. Member States shall designate or establish national focal points or agencies responsible for AI governance and ethics, tasked with coordinating national efforts and liaising with the WAGC.
3. Member States shall promote public awareness, education, and literacy regarding AI, fostering informed societal dialogue on its implications.
4. Member States shall cooperate internationally to address cross-border issues related to AI, including data flows, cyber security, and the mitigation of global risks.

Article 6: Review and Amendment


1. This Resolution shall be subject to review by the World Parliament every five (5) years, or earlier if deemed necessary by the WAGC, to ensure its continued relevance and effectiveness in light of technological advancements and evolving societal needs.
2. Amendments to this Resolution may be proposed by the WAGC or any Member State and shall be adopted by a majority vote of the World Parliament.

Article 7: Entry into Force


This Resolution shall enter into force immediately upon its adoption by the World Parliament.

    This proposal is a blatant overreach, undermining the absolute sovereignty of nation-states. AI governance is a critical matter of national security and economic strategy, not a domain for globalist elites to dictate "international norms." The proposed World AI Governance Council is an unelected body designed to impose mandates, stripping nations of their rightful autonomy. Each nation must develop its own AI policies, reflecting its unique values and interests, free from this centralizing agenda. We must reject any attempt to surrender national control to supranational bodies.
