"description": "# Legislative Proposal: Global Framework for the Responsible Regulation and Oversight of Private Military and Security Companies\n\n## Preamble\n\nRecognizing that peace, security, and stability are vital for human well-being and require diligent stewardship by legitimate public institutions.\n\nAcknowledging the complex and diverse security challenges faced by member states, and the various approaches adopted to meet these challenges, including, in some contexts, the utilization of private military and security services.\n\nConcerned by documented instances of human rights abuses, lack of accountability, and the potential for destabilization associated with Private Military and Security Companies (PMSCs) operating without adequate oversight.\n\nAffirming the fundamental principle that the legitimate use of force and the provision of security are ultimately the responsibility of sovereign states, accountable to their citizens and subject to international law.\n\nEmphasizing the imperative to respect national sovereignty, local autonomy, and the principle of subsidiarity in addressing global security matters.\n\nCommitted to fostering a global environment of responsible governance, accountability, and human rights protection in all security provisions, this World Parliament hereby enacts the following legislation:\n\n## Article 1: Definitions\n\n1. \"Private Military and Security Company (PMSC)\" shall mean any corporate entity or non-state actor that offers military or security services for financial compensation, including, but not limited to, armed protection, logistical support, intelligence gathering, training of security forces, combat operations, and maintenance of weaponry.\n2. \"Military Services\" shall encompass activities directly related to armed conflict, combat operations, offensive and defensive military support, and strategic military advice.\n3. \"Security Services\" shall encompass activities related to the protection of personnel, property, and installations, including close protection, convoy security, and guarding, when such services are provided in areas of armed conflict, post-conflict environments, or other high-risk zones where state authority is contested or fragile.\n4. \"National Regulatory Framework\" shall mean a comprehensive system of laws, regulations, and administrative procedures established by a member state to license, oversee, and ensure the accountability of PMSCs operating within its jurisdiction or comprised of its nationals.\n\n## Article 2: Principles of Responsible Engagement and National Sovereignty\n\n1. Member states retain the sovereign right to determine their national security policies, including whether and how they utilize, regulate, or prohibit Private Military and Security Companies within their national jurisdiction, or by their nationals operating abroad.\n2. Any engagement with PMSCs by member states or entities within their jurisdiction must be conducted in strict adherence to international humanitarian law, international human rights law, and the principles of transparency, accountability, and responsible governance.\n3. This Act establishes a global framework for the regulation and oversight of PMSCs, not their blanket prohibition, recognizing the diverse national security contexts and the sovereign discretion of states.\n\n## Article 3: National Regulatory Frameworks\n\n1. Each member state shall develop and implement a robust National Regulatory Framework for PMSCs operating within its territory or comprised of its nationals operating internationally.\n2.
