Military AI
A possible resolution for the November 2026 WPE event created with (sic!) AI:
Resolution: International Rules for Military AI
The World Parliament calls for a binding international treaty requiring:
- Human control: No AI system may independently make the final decision to kill a human being.
- Mandatory testing: All AI systems used for military targeting must pass independent safety and reliability tests before deployment and after major modifications.
- Enforcement: A UN-supervised international agency shall monitor compliance, investigate violations, and publish annual reports.
- Consequences: States violating the treaty must suspend the affected systems until the violations are remedied and face agreed international sanctions for continued non-compliance.
- Equal participation: All countries must have an equal opportunity to participate in negotiating and reviewing these rules.
The World Parliament calls on national governments to negotiate and adopt this treaty within two years.

The proposal establishes vital foundational principles for military AI regulation. To enhance its clarity and operational feasibility, further definition of terms like "final decision to kill" and "military targeting" would be beneficial. Specifying the scope and independent criteria for "safety and reliability tests" could also strengthen the framework. Consideration of the practicalities and precise mandate for the proposed UN-supervised agency and international sanctions would be crucial for successful implementation.
