The Global Charter for Gender-Responsive Public Planning and Infrastructure Development

Preamble

Comrades of the World Parliament,

For too long, the planning and development of our global infrastructure have been dictated by the narrow, profit-driven logic of capital. This has resulted in systems that perpetuate and exacerbate existing gender inequalities, disproportionately burdening women and gender-diverse individuals with unpaid care work, limiting their access to economic opportunities, and compromising their safety and well-being. A truly equitable, post-capitalist society, built on the principles of collective ownership and social justice, demands a radical reorientation of our approach to public planning and infrastructure.

This Global Charter proposes a transformative framework, not merely as a corrective measure, but as a foundational pillar for constructing infrastructure that genuinely serves all people. By integrating gender-responsive principles, we aim to dismantle the structural biases embedded in our built environment, socialize the burdens of care, empower marginalized communities, and lay the groundwork for a world where public assets are truly collective assets, managed for the common good.

Core Principles of Gender-Responsive Public Planning

1. Universal Accessibility and Equity: All public infrastructure must be designed and implemented to ensure equitable access and benefit for all genders, addressing the diverse needs and challenges faced by women, girls, and gender-diverse individuals, particularly those from marginalized communities.
2. Participatory and Deliberative Democracy: Planning processes must be inclusive, transparent, and participatory, actively involving women's organizations, gender-diverse groups, and care workers at every stage, from conceptualization to evaluation.
3. Socialization of Care: Public infrastructure must actively support and redistribute care work, recognizing its societal value and reducing its disproportionate burden on private individuals, primarily women.
4. Safety, Security, and Dignity: Infrastructure must be designed to enhance personal safety and security for all genders in public and private spaces, free from harassment, violence, and discrimination.
5. Economic Empowerment and Collective Prosperity: Infrastructure development should create decent, unionized, and cooperatively managed employment opportunities, fostering economic independence and contributing to collective wealth, rather than private accumulation.
6. Ecological Harmony: Gender-responsive planning must be intrinsically linked with environmental sustainability, recognizing that environmental degradation often disproportionately impacts women and marginalized communities.

Legislative Proposals and Actionable Reforms

Article 1: Mandatory Gender Impact Assessments (GIAs)

1. Mandate: All proposed and existing public planning and infrastructure projects, at every level of governance (global, national, regional, municipal), shall undergo a mandatory, comprehensive Gender Impact Assessment.
2. Scope: GIAs shall analyze potential differential impacts on all genders regarding access, safety, health, economic opportunity, time use (including care work), environmental exposure, and participation in decision-making.
3. Integration: The findings of GIAs shall be fully integrated into project design, budgeting, implementation, and post-completion evaluation, with clear mechanisms for accountability.

Article 2: Dedicated Funding and Progressive Taxation

1. Allocation: A minimum of 20% of all public infrastructure budgets shall be specifically earmarked for projects and components identified as critical for achieving gender-responsive outcomes, as determined by GIAs.
2. Funding Mechanism: This dedicated funding shall be primarily sourced through progressive global wealth taxes, robust corporate profit taxes, and a global financial transaction tax, ensuring that the burden of collective development is borne by those who have historically benefited most from exploitative systems.
3. Transparency: All budgetary allocations and expenditures related to gender-responsive infrastructure shall be publicly accessible and subject to independent audit.

Article 3: Investment in Care Infrastructure and Public Services

1. Public Childcare and Elder Care: Massive, coordinated global investment in publicly owned, high-quality, accessible, and affordable childcare and elder care facilities, integrated into community planning and public transport networks.
2. Community Health Centers: Expansion and equitable distribution of public health infrastructure, including community clinics, maternal health centers, and mental health services, designed with gender-specific needs in mind.
3. Public Kitchens and Laundries: Establish publicly funded and collectively managed community kitchens and laundries to alleviate the burden of domestic labor, fostering communal living and resource sharing.

Article 4: Gender-Responsive Public Transport Systems

1. Prioritization: Public transport networks shall be designed to prioritize safety, affordability, and efficiency, accounting for complex 'care trips' and non-linear travel patterns often undertaken by women and caregivers.
2. Safety Enhancements: Mandatory inclusion of well-lit stops, visible surveillance, emergency call points, and increased staffing, particularly during off-peak hours.
3. Accessibility: Universal design principles shall be applied to ensure accessibility for all, including parents with strollers, individuals with disabilities, and the elderly.

Article 5: Inclusive Public Spaces and Housing

1. Public Spaces: Design and retrofit public parks, streets, plazas, and recreational areas to be safe, welcoming, and accessible for all genders, featuring adequate lighting, public restrooms, seating, and diverse recreational opportunities.
2. Public Housing: Invest in high-quality, publicly owned, and cooperatively managed affordable housing that integrates community facilities, green spaces, and safe access to public services, addressing specific needs such as protection from domestic violence and communal living arrangements.

Article 6: Empowering Worker Cooperatives in Infrastructure Development

1. Prioritization: Public procurement policies shall prioritize and provide preferential treatment to worker cooperatives, particularly those led by women and gender-diverse individuals, in the planning, design, construction, and maintenance of all public infrastructure projects.
2. Capacity Building: Establish global and national funds to support the training, technical assistance, and initial capitalization of such cooperatives, fostering democratic workplaces and collective ownership in the infrastructure sector.
3. Fair Labor Practices: All infrastructure projects, regardless of contractor, must adhere to stringent international labor standards, including living wages, safe working conditions, gender-equitable pay, and robust unionization rights.

Article 7: Data Collection, Monitoring, and Accountability

1. Disaggregated Data: Mandate the collection and publication of gender-disaggregated data for all infrastructure-related indicators, including employment, access, usage, safety incidents, and health outcomes.
2. Independent Oversight: Establish an independent World Council for Gender-Responsive Infrastructure (WCGRI), with substantial representation from women's and gender-diverse organizations, labor unions, and civil society, to monitor compliance, evaluate progress, and recommend sanctions for non-compliance.
3. Global Best Practices: Foster knowledge sharing and the development of open-source tools and methodologies for gender-responsive planning and implementation across all member states.

Conclusion

This Charter represents a decisive step towards building a world where infrastructure is not merely a collection of physical assets, but a living testament to our collective commitment to equality, justice, and shared prosperity. By challenging the capitalist logic that has shaped our cities and communities, and by aggressively negotiating for these radical yet actionable reforms, we move closer to a society where public ownership and democratic control over our common resources truly serve the liberation and well-being of all genders. Let us seize this moment to construct a future worthy of our revolutionary aspirations.
